In the ever-evolving landscape of online piracy, Magis TV, a rising pirate IPTV service, is currently navigating turbulent waters. Recent actions by Argentine authorities have resulted in the blocking of approximately 70 domains linked to the service, signaling just the start of a broader crackdown. Meanwhile, the Alliance for Creativity and Entertainment (ACE) has similarly targeted numerous domains, yet Magis TV continues to defy these mounting pressures.

As the Motion Picture Association (MPA) and other rights holders renewed their calls for more stringent site-blocking measures in the United States last December, many were surprised by the lack of familiarity with Fmovies, a site that had held the title of the largest illegal streaming platform before its downfall. In contrast, Magis TV remains a relatively obscure player, yet it has become a persistent challenge for both the MPA and ACE.

The Operational Landscape

Believed to be based out of China, Magis TV predominantly focuses on the Latin American market, catering to millions who access its content via a popular, subscription-based Android application. Despite cybersecurity firm ESET linking the app to potential malware and botnet activity, its user base continues to thrive.

On September 13, 2024, an official order in Argentina required Internet Service Providers (ISPs) to block various domains associated with Magis TV due to breaches of intellectual property laws. The enforcement agency, ENACOM, is tasked with implementing these blocks, which cover a four-page list of domains. The disarray among the domains suggests a lack of coherent direction from those running the IPTV service.

Challenges in Enforcement

Some of the blocked domains appear to cater to resellers, indicating a possible connection to Magis TV, while others might be independent operators reselling subscriptions. This complexity underscores the difficulties authorities face in enforcing the blockades. While the requirement to block 69 domains is in place, the actual impact on reducing access to Magis TV remains uncertain.

ACE has been engaged in tackling the Magis TV issue for at least two years. In mid-2022, they issued multiple DMCA subpoenas aimed at revealing the operators behind several illegal streaming sites, including Magis TV. Following this, another subpoena was sent to Zenlayer in November to gather additional information. Although the results of these initiatives are unclear, ACE has managed to seize control over many domains associated with Magis TV, with numerous sites redirecting users to their anti-piracy portal.

A Widespread Concern

An ACE report highlights the extensive nature of the Magis TV problem across Latin America. By the end of 2023, around 50 Magis TV-related websites had been dismantled, spanning countries like Chile, Peru, Ecuador, Colombia, and Venezuela, before reaching the U.S. However, ACE’s estimates suggest that Magis TV and its affiliates are operating over 370 websites, indicating the scale of the ongoing challenge.

Ecuador has been proactive in combating piracy since 2019, ramping up efforts against Magis TV this year by adding 183 IP addresses to its blocklist. Additionally, Ecuador has introduced dynamic blocking measures, allowing rights holders to update blocking requests without needing court approval. Meanwhile, Bolivia has been proactive in issuing warnings to users of illegal streams since mid-2022.

Despite some blocking measures in Peru and other nations, the rapid replacement of domains allows those involved in piracy to maintain a step ahead of enforcement efforts. ACE is not relenting, continuing to pursue new DMCA subpoenas, indicating a steadfast commitment to addressing this issue at its core. However, if Magis TV’s operations are indeed rooted in China, the path to significant action may be fraught with complications.
